I realize that there are a lot of developers who don't write business applications, but write gaming software or other non-database applications.  However, my application development has always been for business oriented database applications.  The best tool I have so far found for quickly developing database application for Microsoft Windows is SoftVelocity's Clarion for Windows.  The site will feature other  tools, but this is my favorite.
